§ 16-100. Title, purpose and application of chapter

  • (a)

    This chapter shall be known and may be cited as the Procurement Code of the Town of Blacksburg.

    (b)

    The purpose of this chapter is to provide for the fair and equitable treatment of all persons involved in public purchasing by the town, to maximize the purchasing value of public funds in procurement and to provide safeguards for maintaining a procurement system of quality and integrity.

    (c)

    This chapter applies to contracts for the procurement of goods, services, insurance and construction entered into by the town involving every expenditure of public funds for public purchasing. However, this chapter does not apply to any grants or contracts between the town and the commonwealth or other governments.

    (d)

    Nothing in this chapter shall prevent the town from complying with the terms and conditions of any grant, gift, bequest, or cooperative agreement.
