§ 16-104. Availability of funds as prerequisite to purchase.

(a)

The purchasing agent shall refuse to issue any purchase order until there has been certification that there is to the credit of the requesting department a sufficient unencumbered appropriate balance, in excess of all unpaid obligations, to defray the amount of such order.

(b)

Before any purchase is made, the purchasing agent shall determine the availability of sufficient funds to cover the purchase. If funds are unavailable, the department head shall be responsible for initiating the request for funds.
