§ 16-114. Disposal of surplus property.

  • (a)

    All town departments shall submit to the purchasing agent, at such time and in such form as he or she shall prescribe, reports showing stocks of all supplies which are no longer used or which have become obsolete, worn out or scrapped.

    (b)

    The purchasing agent shall have the authority to transfer surplus stock to other departments.

    (c)

    The purchasing agent shall have the authority to sell all supplies which have been deemed unsuitable for public use, or to exchange the same for, or trade in the same on, new supplies.

    (d)

    All sales of property pursuant to this section shall be sold on the basis of competitive bids, wherever feasible, to obtain the highest price. A public auction of surplus property will satisfy this requirement. The purchasing agent may require sealed bids, in his or her discretion.
