§ 16-115. Recycled paper and paper products.

In determining the award of any contract for paper or paper products, the purchasing agent shall award the contract to the lowest responsible and responsive bidder offering recycled paper or paper products of a quality suitable for the purpose intended, so long as the bid price is not more than ten (10) percent greater than the bid price of the lowest responsive and responsible bidder offering a product that does not qualify as recycled paper and paper products under this section.
